The building is conceived as a rational architectonic structure which permits both spatial flexibility and logical functional assembly. The incorporation of the entrance courtyard means a new perspective is created which differs from the existing surroundings. This way in takes shape gradually by means of a partly covered space that serves as the entryway; it creates an adequate institutional image and confirms its rank.

Its austere language reflects the conception of modernity that it corresponds to. As regards composition, the architectonic elements synthesise in such a way that verticals are transformed into horizontals and vice versa. The material used gives it expression and character as well as establishing it as an acknowledged structure.
